Born in Chattanooga, Tennessee, Penley trained at the School of Art at the University of Georgia and the School of Visual Arts in New York City. Working primarily in acrylic paint, his signature technique employs thick impasto application—layering pigment so densely on canvas it creates sculptural texture, appearing almost like "ice cream suspended in time." He combines this textural approach with explosive color and energetic brushstrokes, prioritizing emotional expression and visual impact over strict representation.
As a contemporary expressionist, Penley channels American passion and pride through his distinctive visual language. His subjects—presidential portraits, American flags, historical figures, vibrant florals, and iconic cultural symbols—are rendered with bold color and emotional intensity characteristic of the expressionist movement.
